Health & Safety Representative Training (HSR)

ECB delivers flexible Health & Safety Representative (HSR) training on a weekly, rolling circuit. This allows enrolled students to complete core sessions one at a time, without taking important time away from their roles.
Courses include 5-day Initial OHS training and 1-day HSR Refreshers.

HSR Initial OHS Training Course

The 5-day HSR Initial OHS Training Course (WorkSafe Victoria Approved) will provide HSRs and Deputy HSRs with the information and skills required to successfully exercise their powers as a Health and Safety Representative under the Victorian OHS legislation. The HSR Initial OHS Training Course will equip HSRs/Deputy HSRs with the confidence skills and knowledge to represent their designated work group and to help make their workplace safer.

Entitlement

Under the OHS Act 2004 (Section 67) all elected HSRs and deputy HSRs are entitled to undertake WorkSafe Victoria approved OHS training for HSRs and choose their training provider in consultation with their employer. ECB Training Services is approved to deliver the HSR Initial OHS Training Course.

Prerequisites

There are no prerequisites for the HSR Initial OHS Training Course.

Course Aims

To exercise powers and rights as an HSR effectively, it is essential that HSRs and Deputy HSRs receive training. This WorkSafe approved training course aims to provide HSRs with the skills, knowledge and confidence to represent their designated work group and to help make their workplace safer.

Learning Objectives

The learning objectives of the course are:

  • Interpreting the occupational health and safety legislative framework and its relationship to the HSR
  • Identify key parties and their legislative obligations and duties
  • Establishing representation in the workplace
  • Participating in consultation and issue resolution
  • Represent designated work group members in any OHS risk management process undertaken by the appropriate duty holder/s
  • Issuing a provisional improvement notice (PIN) and directing the cessation of work

Delivery Method

The HSR Initial OHS Training Course is delivered face-to-face over 5 days, 8 hours on-site each day. There is a limit of 20 participants per training session. Each participant will receive:

  • Comprehensive course manual
  • Official hard copy of the Victorian Occupational Health and Safety Act 2004
  • Resources that can be used back in the workplace.
  • Participants will also receive a Certificate of Attendance on completion of the 5 days.

  • An overview of Risk Management
  • Various types of Hazards
  • Risk Assessment Practice

 

Day 3 Delivery

  • Incident Management and Notification
  • An overview of HSRs and OHS Consultation
  • Communication Skills
  • Using assertiveness to be accurate and clear in my communication
  • How to engage with others in the workplace

 

Day 4 Delivery

  • Issue Resolution
  • Negotiation
  • Safety Data Sheets, PINs and more negotiation

 

Day 5 Delivery

  • Review of Issue Resolution, PINs and Direction to Cease Work
  • Supporting members of your DWG during interviews regarding health
    and safety
  • Getting value from the time you spend with WorkSafe Inspectors
  • HSRs and Health and Safety Committees
  • Your dedicated HSR website

HSR Refresher OHS Training Course

These one-day HSR Refresher OHS Training Courses will provide you with the opportunity to refresh the skills and knowledge you obtained in your HSR Initial OHS Training Course.
We offer three HSR Refresher Training Courses in the areas of Plant, Work-related Violence, and Work-related Stress, aligned with WorkSafe Victoria guidance.

Entitlement
Under the OHS Act 2004 (Section 67) all elected HSRs and deputy HSRs are entitled to attend an annual HSR Refresher OHS training course and (in consultation with their employer) choose the course they wish to attend.
This WorkSafe approved HSR Refresher course is an opportunity to revisit aspects of the HSR Initial OHS Training Course and refresh their knowledge. The HSR Refresher OHS Training Courses, although primarily developed for HSRs and Deputy HSRs are also relevant for managers, supervisors, Health and Safety Committee members and any other employee who has an interest in learning about and promoting health and safety in the workplace.
The HSR Refresher OHS Training Courses are interactive; activity based and provide an opportunity to gain a deeper understanding of workplace hazards.

Prerequisites
HSRs and Deputy HSRs attending an HSR Refresher OHS Training Course must have completed the HSR Initial OHS Training Course.
